Denis Krivoshejev, Amnesty's adjunct-directeur voor Europa en Centraal-Azie, spreekt zijn afschuw uit over deze handelwijze. ''Oekraïne mag geen onderscheid maken tussen de mensen die het wel en die het niet beschermt tegen discriminatie. De regering moet moet wetgeving komen die homohaat tegen gaat en de EU moet Oekraine daar aan houden.''
Volgens Krivoshejev hebben homoseksuelen het erg moeilijk in Oekrane. Ze worden gediscrimineerd, maar ook geregeld mishandeld. Dat zou ook blijken uit een rapport dat Loetkovska zelf in juni naar buiten bracht. Vervolgens liet de regering echter na een toename van het aantal gevallen van homohaat weten dat zij er bij de EU op aan wil dringen om anti-discriminatiewetgeving vanwege seksuele geaardheid buiten beschouwing te laten.
In Rusland is onlangs een wet aangenomen die 'homopropaganda' verbiedt, in het bijzonder in de nabijheid van minderjarigen mogen homoseksuelen niets van hun geaardheid laten blijken. De regerende Partij van de Regio's in Oekraïne heeft een poging gedaan om ook met een dergelijk wetsvoorstel te komen, maar dat leed al snel schipbreuk.

Ukraine's bid to opt out of the European Union's anti-homophobia laws.
Valeriya Lutkowska, Ukraine's Parliamentary Commissioner for Human Rights, announced on Thursday she and fellow delegates would travel to Brussels and attempt to persuade the EU to allow them to not take up laws which would outlaw discrimination based on sexual orientation.
Denis Krivosheev, Amnesty International's Europe and Central Asia Deputy Director, has expressed disgust at the announcement.
He said: 'Ukraine cannot pick and choose which citizens should be protected from discrimination. Instead it must honour its commitment to develop a legal framework to combat homophobia and the EU must hold it to that commitment at every opportunity.
'The widespread social discrimination and violence currently faced by lesbian, gay, bisexual, transgender and intersex people in Ukraine makes the need for a strong law all the more urgent.'
Lutkovska had previously called for lawmakers to add LGBT status to laws in the country’s criminal code to see greater responsibility placed on perpetrators who commit crimes motivated by homophobia.
In her annual report published in June, she stated: 'According to the monitoring of the Commissioner for Human Rights, cases of hate crimes and hate speech directed against the ... LGBT community remain commonplace [in Ukraine]... Recently, cases of openly impertinent attacks and physical violence against members of sexual minorities, particularly LGBT activists, have become more frequent.’
However, following an influx of anti-gay protests across the country, the Ukrainian government indicated they would not support a draft law aimed at outlawing discrimination on the basis of sexual orientation.
Homophobia is commonplace in Ukraine. Ukrainian LGBT activist Svyatoslav Sheremet from the Gay Forum of Ukraine was the subject of a brutal homophobic beating last year, following the cancellation of a gay pride march in Kiev.
Kiev held its first gay pride parade in May this year, despite an official ban on the event.
